The fat man is a representation of an innocent man. The person driving the car is YOU (hence the first person view from the camera). Thom Yorke is the Karma Police watching over you both, sitting in the back. At the climax of this video the odds are completely turned and YOU become the victim, thanks to Karma. You panic when you realise you are going to die... this explains the desperate, sudden camera work at the end.
