if you are determined to pursue an aerial assualt... firehawk is over-all the better, but it is also expensive, and losing one could cost you the game against a good player.
i would probally only keep a few around in hte end-game ot help deal teh final blow, it would be more cost-effective to put out a bunch of tanks, or infantry to deal the damage that the GDI aircraft do.

Both are good, but all depending on the situation, but firehawks will give you air protection against Nod and Scrin air power, also it takes like 4 or 2 firehawks to take out a refinery. But it is harder to take out moving targets.
