Yes, there is more fallout dust the closer we get to the plant, and should the sarcophagus suffer a collapse, there will be more. But the radioactivity lessens over time, and dust can be lifted and removed.
But I-131 has a half-life of 8.02 days. In april this years, we passed its 1000 halfife aniversary. That means the I-131 has been halved 1000 times, i.e. there's nothing left of it. Like I said: read up. Inform yourself. You can never have too much facts... only too little. :)
